I am looking for ideas on a successful implementation of a semi-cooperative game. Basically I am thinking of Republic of Rome in space.
The Republic of Rome is semi-cooperative in that the factions compete against themselves while cooperating for the good of Rome.
I am thinking of doing something similar, but I am wondering in a semi-cooperative game what is the best mix between competition and cooperation.
For example, in RoR, a faction can try to steal another's Senator. One can only give out spoils or governorships to certain factions and so on.
I am not sure whether I want to be that cut throat.
A form of indirect competition by means of doing private objectives may be a good way to go.
Any thoughts on from a design standpoint what is the best mix and possibly what mechanics would achieve it?
