Modular Rules Example

For the expansion to Arctic Scavengers, I have introduced several new elements to the game design:
- Leaders that grant special powers to each player
- Two new mercenaries, several new tools
- "Gangs" that provide a new end-game scoring mechanic
- Alternate rules to add special abilities to two existing mercenaries
- Buildings that provide permanent bonuses or hand management options

To aid in learning these new elements and to facilitate a modular game design, these elements are introduced in stages. This allows players to add just the elements they want to and remove the ones they don't for a given game session.
