I am new to Trading Card Games . Looking for idea , rules, concept for the TCG. I have characters and artwork ready. Need to develop a concept of the game with existing art and characters. Any body can help me out ? I could pay for the job.

What kind of TCG are we talking about here?
Is it combat based like pokemon? or just trading like Baseball cards?
Setting (fantasy, sci-fi)? Era (time its set in)

Lol, that kinda makes me laugh, because in order to have a TCG you're going to need competition, and you are basing the competition on the typical Barbie-stereotypes of fashion and glamor. So the message will end up being "the one with more diamonds, expensive shoes, and designer clothes WINS". I guess it will get these girls used to the dating game, lol.
If you want, I could try coming up with something. Maybe the "doll characters" are all models, and the players are running a fashion company at a pageant/fashion show? In all reality it's a thinly veiled combat concept, where the dolls are your fighters, and the accessories are power-ups. Obviously the dolls can't be killed or even have some kind of "hit point" system, but you could have them competing to exceed the score of the other player's entrants in the show. Winner is the one who has the highest score. Use a Pokemon-like system with a set number of rounds, whoever wins the most rounds, wins the games.
I'd need to see the characters and other cards that you're using to try and figure something out, but hey - I could at least give it a shot. My games always stall out because I can't get artwork for any official release. You've got that covered already though, you just need some rules.

lol Don't laugh I'm sure if the mechanics for this game worked well enough you'd have 40 yr old men playing this game competitively. I'd bet my kidneys if My Little Pony came out with a TCG (if they haven't already) there would be plenty of older creeps flipping tables and raging over card rulings.
With that said...
What kind of doll is the doll? I know you said "like barbie" but what side of the spectrum? If the doll more like Bratz or like Cabbage Patch Kids?
You could use 'Create A.... > Image' to host the images of the cards and stuff. As for contacting writers - the card art and counts etc could easily go onto the boards. If you want to single out one writer to do the legwork, you might want to request an email from them so that you can send/receive larger files and to give yourself a little bit of privacy.

Normally the game concept exists before the art, but if you are looking for people that are searching for artists willing to work on game projects, then you are in the right place. I believe there are a few publishers that frequent this site and some of the designers are trying to self publish.

For Girls (6-12 years), simple game . The character is a Doll. (Like Barbie concept). The artworks are in different styles (shopping, glam, sporty, fantasy, etc.). Making just collectible cards will not drive the kids. I was wondering if could develop an idea of gaming.
