The theme idea seems very sound - indeed, my feeling is that extra weight needs to be given to games that emphasize the theme (shades of a sort of "anti-Knizia" award here!)

Hi! How about a comical gemre or an anti-heroic theme? You could make fun of a well-know character, like Saddan Hussein, or even a cross over with them?
By the way, about doomed civilizations, how about OUR OWN??? Nostradamus said it would end around 1999, besides theres an error on theyr calendar. How about an End of the World game, but not so much serious? Maybe Bozo saves the the day and avoid the WWIII? Maybe Ronald McDonalds were behind the plans to finish off civilization? HAHAHAHA!!! In the end it would be a clown
I think the exact civ that is doomed should be left up to the game designer. Afterall, we want some artist license and just not the mechanics.
