have a theme but no design

This question is not uncommon at this forum and the answer are nearly always the same. To come up with a theme or an idea is the easy part. To make the actual game is where the hard work is done. It is most unlikely that you will get someone that is interested to do the design for you if you just want a partnership.
If you want to get someone interested you have to do one or several of:
- Have an idea that will totally kill Magic, Puerto Rico, Ticket to ride (or some of the best selling game in the market) or is a new idea in the same magnitude.
- Pay for the design. You get the game and are paying for the work that is done.
- You are willing to produce the game when it is ready.
