Theme: Each player is a scribe trying to fill the library of alexandria with scrolls. While the scribe providing the largest value of scrolls to the library will be the winner.

There will be different types of items a scribe can write: maps, mathematical texts, astrological, religous, historical.

while players will also have the options to set fire to works and steal works...

I have no idea how to do this. thought typing it out might help, but it did not

This sounds fun to me! How about this idea: There are these 5 areas where players can do research. It takes time to compile the information on a specific topic in one of the 5 areas. There could be cards for each area, and some mechanism of tracking progress on compiliation. When the compiliation is done, then a player would have to haul the work to the library, risking theft along the way.

The first work of an area brought to the library would be worth the most points but take longer to compile while the additional works in the same area would be done more quickly but worth less. This is to reflect how having many books to read about the same subject is valuable, but the first book you ever read about it will probably teach you the most-- all additional books will just help you with detail.

The next part is the part is the part I'm having difficulty with: how to destroy and steal works.

Maybe it would be possible to borrow works from the library that were already turned in. This would let you finish the next work even faster, or give you the chance to "lose" it, costing the original contributor points. (this would have to be made so that you couldn't change your mind halfway thru, and collect both rewards that way) This would give players incentive both to finish a first work faster and collect points but also to wait for someone else to finish it and then borrow the other player's work to collect more points faster.

I'm see-sawing on the idea of destroying works that are already in the library, without borrowing them.

I also think it would be cool to add an element of secrecy. "Who stole my 1st Work on Astrology?!" "Oh no! Someone burned a wing of the Library down!" Not sure how it would be possible to do that, but it makes for a more interesting and plausible scenario.

Just as in real life, if theft and destruction are too easy, there will be no incentive to create.

It is my guess that any scribe that was caught destroying library material would be pretty much instantly denied access to the library in any way for the rest of their life. Destroying library materials was left to the Romans :).

this is a perfect ideology, but how do you do that? /would harsh penalties if caught be the way to do it?

On the original Library, new scrolls that were added to the collection were originals. The "donor" (whether they wanted to be or not) got a copy of their submission back within a few days from the scribes.
