I think that is a GREAT idea. Let me run some of my concerns by you.
Every three months is too short of a time. I would say it would take at least three months to create and produce the game, if not four months. Then it would take another 2 months for the judges to produce the game at home, play test them thoroughly and then rank them. So I think a goal of every six months, or even eight would be better (to give you some time to breathe in between). I like your idea of a themed contest. I feel that the design contests that exist now (especially at about.com) are too limited in scope to interest me.
That brings me to another point. If we do have a game contest, I too would like to enter, which precludes me from judging. That being the case, who will judge? I was thinking that the fine folks over at http://www.fairplaygames.com might be willing to judge (as they have a independent designers game category). They may even be willing to give a game or something as a prize. I think I will e-mail them about it sometime soon (I was already considering putting a banner for them on BGDF). If we had access to a fairly organized game group that met regularly, we could ask them as well (I.E. not one any of the participants was involved in).
