How to encourage players to play their turns

I am working on a card-based set collection game.

The problem being, the mechanic/rules that make the game unique might end up discouraging players from playing their turns.

The sets can be completed by anyone, even a set started by another player. The problem being that this means players don't want to play the second-to-last card, because that just opens it up to another player finishing and claiming the points.

I am not sure yet how you'd remedy this? Any insights, or any more information you need to maybe help with a possible idea

Play more than 1 card?

Let players play more than 1 card per turn, or only on their last turn when they are going out which triggers the end of the game?

Play the cards face-down.

Play the cards face-down. Then reveal. Whoever has more cards of a given set, wins a tiebreaker.

Save 'Actions'?

Allow players to 'save actions' like in Flashpoint, where if they miss a turn (or they are allocated a certain number at the beginning of the game) they can play an additional card?

Adds a strategy when to play these 'action savers' then.

Hand size

Severely limit the number of cards one can keep in hand, so you are forced to play your cards or discard them.
