With seeing the aftermath of hurricane Sandy on the New York area I thought it might be interesting to have a game in which the setting is a large city just after experiencing a natural disaster. The objective of the players is to allocate resources to put out fires, restore power, water, transportation, distribute food, etc. Just a basic premise with no real mechanics thought out yet.
After The Storm
Sounds like a good theme for a co-op game.
I could see a game that works similarly to pandemic for that. It would be interesting if there were multiple scenarios instead of just cities that the disease is spreading too - though that would add a lot of complexity to the game. But you could have jobs like army engineer, fireman, police, aid worker, emt, stuff like that.
It's funny that you mention this, as I was just having this same conversation with a good friend of mine two days ago. We were kicking around various game concepts, and he hit upon the same type of scenario. It is an idea worth developing, as disasters both natural and man-made are continually plaguing all corners of the planet with increased ferocity. I will back off developing further, as I do not want to step on any toes here! If you would be willing to accept suggestions and a bit of brainstorming, perhaps I can contribute.
I would also go for the co-op version, were players, being for example heads of different parties involved (police, fire, rescue, millitary? etc.) would have different resources, different strengths and weakness, while still being able to assist in whatever action, just for example when putting out fire, fire department would be most efficient, then millitary and police would be really bad at that.
So you would have to design in both logistics limitations, resource limitations, and also the pressure of time. The role of all of them would have to be different from game to game. Cos I personally think that this game would most put the adaption skills of the players to the test to really catch the feeling.
I personally think a co-op game about acting in the crisis sounds like a good idea. Who knows maybe it would save a life one day.
I think a big challenge with a project like this would be trying to come up with something that didn't look like or feel like a Pandemic or Flash Point clone.
