Here is the Empire Deck for the Shattered Empires Expandable Card Game. It's in PDF format and in a way that is easy to cut out so you don't have to worry about borders or exact cuts for quite cutting out. I've included a sample of what the cards should look like afterwards so you know where you're supposed to cut them out. Also here are the deck construction rules, terminology and turn order. Let me know what you think.
