Anyone know what the next size down from 3.5" x 2.5" with .125" bleed would be on 11"x17" to get more than 18 cards would be?

Bridge Size
Below poker size, you have bridge size cards: 3.5 x 2.25 with .125 bleed. You may be able to fit a couple more cards that way.
And, apparently, 68mm X 45mm (2.67 x 1.77) is the measurement for card sleeves for those small cards common in Euro games. So... my guess is that you could cut a card down to 67mm x 44mm and find a printing solution.
