Creating city and metro map

I'm looking for advise on creating a custum metro city map or a program that is best suited for it. Anyone familiar with Fractal Mapper 8? That is what I'm useing at the moment and haveing trouble getting the look I want. The program doesn't seem quite suited to what I want. Here is an example sililar to the type of map I want to create.

I don't want exactly the same look though. I also want to add more countryside. I'm just looking for the best program to do my proto.

Have you looked at Profantasy's maping tools? I use CC3 City Designer for city maps (its an expansion to Campaign Cartographer). They do have symbol packs for modern architecture.
