While Scrambo is s super-simple game, I wanted to check and see if the rules clearly communicate. Any thoughts would be much appreciated!

Overall, I think they look good. There's a few grammar and syntax issues, and I've sent you a private message with some thoughts on fixing those.
As far as the recommended age, 13 seems a bit high for such a simple game. Have you tried it with 8-12 year olds and it just didn't work? You might shut out a number of people who want to play with their families because they have younger kids.
In another post, you mentioned translating the rules into different languages, do you have a plan for this? I've used Fiverr in the past to translate game rules into Spanish, and it worked out really well.
I can see this game in the games section of Target. It seems like a fun family or youth group game. I'm looking forward to buying a copy during the Kickstarter. Any idea when it will launch?
About the age grading...that was entirely due to safety testing requirements. Grading a game 13+ means it does not have to undergo toy testing and certification, which can be $$$.
That said, I've played with kids as young as 11, and they're able to play and enjoy the game as much as adults. I think that 8+ is the right minimum age to play, and 12+ is probably the playable sweet spot.
