Your game looks like a decent auction game that could appeal to car buffs. The rules seem fairly straightforward, but you do need to fix the missing spaces between words and punctuation, left-justify the text, and do a thorough grammar and spell check. This may seem picky, but I almost quit reading because the text features made it harder to scan, and you may lose potential players this way.
It might also help to include an example of each type of card in the section explaining them.
The way you have explained the rules out seems logical and complete, and I think that they're sound. Have you had anyone learn the game just with the rules? I think that they could, but it's hard to tell just by reading.
Are you able to create a pdf or word file and include a link to that on your page? You can use http://www.cometdocs.com/ to turn almost any text file type into a pdf.
No problem- free web hosting is a bit of a pain.
Purely thematic, you might want to give the game pads each player has in front of them another term... perhaps car lot, or classic's Garage, something catchy. Card game looks like fun, and the web site is coming along as well.

You should check differencies between your Rules and the Quick Rules (like the 10 car limit), so you don't miss anything from one another. I didn't get why anyone would not buy a car for 100 until then.
Also, recheck the Front Page. It says "The First player that collects 8 or more of a selected group, (could win the Game)." Maybe you could skip the caps in "First", also "or more", and also "selected", and of course the "(could win)" parenthesis. Is not clear what the point of the sentence is (the winning condition itself is a third of your rules!). Although english is not my first language, I really think you should run this through someone that could polish your writing.
Also, on Auctioning, it says "When buying from another player,the player sets the starting price,and may bid back the car if the price is not high enough." If the player set the starting price in the first place, why would he think its not high enough? I don't think you can do that in real auctions, its not serious...
Last, whats with the inheritance deal? For 500 a player someone will eventually get only 2000 (a car bump repair). Is that worth the extra rule? You have already inherited 100.000 to start with. So, stop killing your relatives! Jajaja, just jocking, but, really?
