I am trying to come up with a tile movement mechanic. Right now i use a system kind of like Forbidden Desert (draw cards and it tells you how to move). I thought about dice (1 direcrional and 1 distance) but the cards just seemed easier and got a better responce.

I would like to keep it cards for packaging. It need to be random because this is a game about a moving prison (think Cube).

So, this confuses me a bit. I assume you are talking about the movie "Cube" which played on the SyFy channel (a natural fit for moving tiles). What confuses me is that nothing about that situation was random, in fact the movement was very carefully planned and programmed as a puzzle. I suppose that to the participants it seemed quite random initially.

What will be the aim of the game? Will it be (like the movie) to escape? If so, you might want to give the players opportunities to stack the deck to program the movements themselves. How you approach this probably depends on the goal, but if you want to give the players enough information to plan, cards are probably your best alternative.

planning

Originally I wanted to do the planning thing. Set the shift cards up in an order and the cells be random so each game is different but then I decided to make it more accessable. Taking the time to build the deck would make some people sad.

The point is to collect pieces and escape. I completely revamped my turn order and difficulty increases today aleady. 1 of my characters has the ability to look at the top cards of the deck.
