Testing is going well. Not many bumps. The only problem with using graph paper for the units and buildings is that they can be knocked off its position on the grid very easily. Would card stock work better? Any suggestions on final out come? Cardboard? Foam? Plastic?

Maybe Sticky Paper?
Card stock would indeed work better, as heavier, larger pieces don't bump around as much as small, light pieces.
Another option is to look for coatings that increase the friction between the pieces and graph paper by coating the pieces with some other material. I've used shelf lining paper, often available in grocery, hardware and drug stores. The clear plastic lining paper seems to have a little extra static cling to it that you might find useful. Also, I've been luck enough to find shelf lining with a graph paper design.

Time
If you have the time and resources, stick some images onto chipboard. The extra heft goes a long way toward stability and less frustration when gaming.
Cheap solutions
I'v found that cereal boxes make for excellent cheap tiles. Glue some paper and draw your graphics on it, and you're all set.
