Hi, I am no expert in programming but do know some basics. I want to create a game called tag-team pool and need some ideas, where to start, what programs will help me accomplish this easier, all of the tips and tricks you can think off, and if you need me to be more specific in my post let me know

There's no problem, it's just that we won't be able to help you. Most of us know nothing about creating computer games.
You'll be more than wellcome if you decide to turn your game into a board game, though. :-)

This could give you a good start. Take your time and think about what you are doing. Programming a computer game is a very challenging task.
