I've heard from a successful inventor that there is a definite annual cycle in the game industry and the best time of year to submit games to game manufactures is February through May. I'm curious if others agree with this statement and if so, is it time to cool it for a while and just focus on inventing between now and next February? Any practical advice would be appreciated.

It's true, at least for German companies. They will have some time to look at submissions after the Nuremberg fair, which is in February. Then in about June/July they will start the production cycle to get new games ready for release at the Essen fair, which is in October. Of course, the Christmas period is usually a very busy period for game companies as well.
If you finish a game before October, and you don't want to wait another half a year before you can submit it to a company, consider entering the Hippodice competition, which kicks off in October. You should get your feedback around March, just in time to submit it to publishers.
