I'm working on a little card game in which players play in two teams of each two players and believe it or not, it's not a trick taking game.
Every round (a total of eight rounds) is divided into two phases: the first being to determine the players amount of AP in his second phase, the second is about creating more influence on five factions.
In the first phase the player on one team aren't allowed to communicate. A player offers a card (closed, so that not one other player can see which one) and then the other players bid on it.
In the second phase the players are allowed to communicate, but do this in secret so that the other players don't know. Players create influence by putting their colour tokens in one of the five faction bags.
There's a lot more to it than this, but this is all you need to think of a theme. I've already tried: russian and japanese mob, dwarves digging for gold - first dealing out the tools, next digging deeper on several pits (haven't we all at some point) and last a Once Upon A Time in Mexico inspired theme: Coup d'Etat. It all didn't feel refreshing (the dwarves' theme worked, but it just was lame).
If anyone has some fresh ideas, I'd be happy to hear them.

You know... I even like your last suggestion best. Not instantly saying I'll take it... but I'll sure keep it in mind.
Local politics, I'm afraid, would remind a bit too much of Rocketville.
