I have started prototyping a hex tile game, and I have some templates that I have been using but they are all PDF so I don't have any way to edit them. I can print up hexes and then art them up by hand, but I'd like to be able to put together a print n play version for testing . Anywhere I can find something in a bmp or jpg format that prints correctly on 8.5 x 11?

If you use GIMP (freeware photoshop clone), you can go to filter > distort > mosaic > choose hexagon, and change the sliders until it looks how you want (size, neatness, etc).
I just used the Game Crafter's template at https://www.thegamecrafter.com/overlays/smallhextile.png to start my design (I magic-wanded out the blue in paint.net) and I set to work designing. Then, when you print, you can tell it to print the file 9 sheets to a page, meaning you get nine hexes out of a page...
I then plastered it onto some posterboard and chopped along the faint red lines (I set the overlay as a layer on top and then made it very transparent, but barely visible). I'd say that my hexes turned out pretty darn good...
Remember if you have Adobe Acrobat, you con save from pdf to jpg:
FILE ---> SAVE AS ANOTHER ---> IMAGINE ---> JPG
I'm a bit perturbed that that works in gimp but not photoshop
