For the sake of simplicity I may use Settlers of Catan terms to describe this game. This is for convenience, clarity. It can be taken to represent other things which should be obvious in context. Also, I will deviate from actual Settlers terms at times, but that too should make sense in context.
Players control a number of camps on the outskirts of a mountain Island which is laden with various resources. Over time the water level rises, and the camps must move to the peak of the mountain. By the time the water completely engulfs the island, players must have collected the correct resources to build barges, which will sustain them on water (think Waterworld). However, this is not the end of their troubles, as the water level will then recede (as holes in the ozone or global warming makes it evaporate). Players must make their way back to the outer ring of the island, collecting new combinations of resources in order to build Derigibles, or they can take back to the land, but that would be analagous to a technological step backwards. Finally, as the air becomes polluted (due to the Derigible cities...), players must collect the correct resources to build a spacecraft. Since by this time all the Island
Titles happen to be my specialty. How about "Ebb & Flow" Referring to the tides (of water or civilization) coming and going, only to return again.
